Ms. Moya Adames and Ms. Bell gave a presentation commemorating Pride Month honoring the leadership of trans people in the fight against HIV and for equality.

Dr. Howard greeted the Council, praising their work and expressing her commitment to supporting the Council’s community planning process. She mentioned recent and upcoming Council initiatives and upcoming challenges, stressing her enthusiasm for partnering with the Council to support the best care and services for people with HIV in NYC and Tri-County.

Mr. Martin and Mr. Klotz opened the meeting followed by introductions and a roll call and a moment of silence in memory of pioneering HIV clinician Dr. Donald Kotler. Ms. Saab presented a slide show in honor of Black History Month commemorating the legacy of late Council members of African descent Ed Shaw, China Chung-Eddie, Willis Green, Daphne Hazel and Claire Simon. The minutes of the January 29, 2026 meeting were approved with no changes.

Mr. Martin and Mr. Klotz opened the meeting followed by introductions and a moment of silence. Mr. Klotz thanked Ms. Richberg, who is cycling off the Council, for her service. The minutes from the July 24, 2025 meeting were approved with no changes. Dr. Braunstein, DOHMH Acting Deputy Commissioner of Disease Control, offered welcome remarks to the Council, affirming the essential work of the Council in partnership with DOHMH to advance the cause of ending the HIV epidemic and addressing the challenging funding and policy environment. Mr. Martin offered inspiring words to the new and returning Council members, thanking them for their commitment and offering words of encouragement as the Council works towards reaching the ending the HIV epidemic goals in a time of adversity and threats to funding and the communities we serve.
